RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Accept staff's priority list for major road maintenance during the first ten (10) years of the Transportation Agency for Monterey County's program should the sales tax measure pass in November 2016.
b. Authorize the Resource Management Agency Director to adjust this list as required to meet urgent/emergency needs of the County
SUMMARY/DISCUSSION:
The Transportation Agency for Monterey County's (TAMC's) Transportation Safety & Investment Plan will guide the investment of revenue raised from a 3/8 percent sales tax if approved by the voters in the November 4, 2016 election. Funding will be available for road maintenance as well as regional safety and mobility projects. Monterey County's share would be about $150 million of an estimated total of $600 million to be raised over a 30 year period through the sales tax, if approved.
On May 16, 2016 the Board of Supervisors approved the TAMC plan. The Board also adopted a sample list of local road repair and safety projects intended to be funded in unincorporated Monterey County through the "Local Roads Projects" portion of the Investment Plan (Attachment 'A') over the full 30 years of the program. The projects fall into three (3) general categories: (1) Safety, Operation and Major Maintenance (on County roads), (2) Intersection Safety Improvements, and (3) (Local) Street repairs, Countywide. Definitive projects which will be developed based on the County's existing Pavement Management Plan, identified safety needs, and consultation with key stakeholders, including the Agricultural community....
