RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve a Cooperative Agreement between the County of Monterey and the Chualar Union School District for improvement and operation of a community multi-use athletic field; and
b. Authorize the Director of Economic Development to make minor revisions, as needed, and sign the Agreement.

SUMMARY:
The Chualar Union School District (District) serves not only their students but also the community as a whole. The County has committed resources for the installation of artificial turf on the District's multi-use athletic playing field so that it can serve as a community resource year round. The County and the District wish to enter into a Cooperative Agreement (Agreement) in order to define their roles in regard to the project.

DISCUSSION:
The County has been working with the District for over three years to address the lack of community recreational facilities in Chualar. Originally, plans were to develop a "small tot lot", to serve children under the age of five, on school grounds immediately adjacent to a public street using Monterey County State CDBG Program Income. The District thereafter proposed to change the location of the project on the school site and then proposed a second change expanding the project to installation of an artificial turf field.

Initial State funding was not sufficient for the expanded scope of the project. Further, per direction of the State, the Monterey County State CDBG Program Income was transferred to the County's Urban County program in late summer 2014, and was thus no longer directly available to fund this project.
