RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health to sign a three fiscal year term (FY 2012-13, 2013-14 and 2014-15) Mental Health Services Agreement with Victor Treatment Centers, Inc. in the amount of $327,302 for FY 2012-13, $280,096 for FY 2013-14 and $280,096 for FY 2014-15, for a total amount of $887,494; and
b. Authorize the Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) of the annual amount, which does not significantly alter the scope of work or result in an increase to General Fund Contribution.

SUMMARY/DISCUSSION:
This new Mental Health Service Agreement with Victor Treatment Centers, Inc. (“Victor”) replaces Agreement A-11548 which expired on June 30, 2012. Victor will continue to provide Mental Health services, Board and Care and other services required for Monterey County youth in accordance with individual treatment plans and other identified needs. These services will prevent placement into higher cost inpatient hospitals and out-of-state residential or juvenile justice facilities. Victor’s goals include reducing inappropriate behavioral/emotional symptoms to a level of care whereby the youth can return home or move to a lower level of care.
