Consider options to continue or disband the Board of Supervisors COVID-19 Ad Hoc Committees.

RECOMMENDATION:
It is recommended that the Board of Supervisors consider the following options for each of its COVID-19 ad hoc committees:
a) Disband and remove from the 2021 appointments list; or,
b) Confirm and establish a termination date consistent with the expiration of the Governor's declaration of emergency for the COVID-19 pandemic event.
SUMMARY:
At the beginning of each calendar year, the Chair of the Board of Supervisors proposes to the full Board the appointment of Board members to serve on a variety of standing and ad hoc committees of the Board and also to a number of external boards, committees, commissions, and other governmental entities which require representation of the County by a member of the Board of Supervisors. The appointments for calendar year 2021 were approved by the Board on January 12, 2021. Committees may also be established or disbanded at any time during the year. Staff requests that the Board consider the status of the COVID-19 related ad hoc committees.
DISCUSSION:
In 2010, the Board of Supervisors adopted a policy for standing and ad hoc committees. Under that policy, ad hoc committees are to have a limited duration, generally one year or less, unless a specific termination date is indicated. Several ad hoc committees were established at the early onset of COVID-19 (2020) to engage the community and businesses in the County's pandemic response. This included the Agricultural, Construction, Hospitality, Non-Hospital Medical/Personal Services, and Religious Organizations ad hoc committees. On January 12, 2021, the Board took action to re-establish the Agricultural, Construction, Hospitality, and Religious Organizations ad hoc committees; disband the Non-Hospital Medical/Personal Services ad hoc; and, form the Communications ad hoc.
