Introduce, waive reading, and set November 22, 2022 to consider adoption of an ordinance amending Chapter 12.12.10 of the Monterey County Code to set a speed limit of twenty-five (25) miles per hour (MPH) on the entirety of Watkins Gate Road and West Camp Street in the East Garrison community; and
b. Find that the adoption of the ordinance is categorically exempt per Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Introduce, waive reading, and set November 22, 2022 to consider adoption of an ordinance amending Chapter 12.12.10 of the Monterey County Code to set a speed limit of twenty-five (25) miles per hour (MPH) on the entirety of Watkins Gate Road and West Camp Street in the East Garrison community; and
b. Find that the adoption of the ordinance is categorically exempt per Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines.

SUMMARY/DISCUSSION:
Watkins Gate Road and West Camp Street run along a portion of the perimeter of the East Garrison community (refer to map in Attachment A). These roads are open to the public and owned by the County but maintained by the East Garrison Community Services District (EGCSD). These roads were constructed per the approved East Garrison development plans, but there was relatively little use of these roads until Watkins Gate Road was connected to Reservation Road. The roads included 25 mile per hour (MPH) speed limit signs, but an Engineering and Traffic Survey (E&TS) was not prepared when the subdivision was approved and initially being constructed. An E&TS is required to set appropriate and enforceable speed limits.
An E&TS was conducted in January 2019, which resulted in a recommended speed limit of 35 MPH for Watkins Gate Road and 30 MPH speed limit for West Camp Street. Due to community concern about posting t...
