RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
Approve and authorize the Contracts and Purchasing Officer or designee to execute Amendment No. 4 between the County of Monterey and Joseph A. Ladouceur, dba Rainbow Services, for the provision of odor removal services in Health Department Buildings, adding $8,550 for a total Agreement amount not to exceed $275,000, with no change to the Agreement term of July 1, 2019 through June 30, 2026.

SUMMARY/DISCUSSION:
The County of Monterey Health Department (MCHD) has been using the odor removal services provided by Joseph Ladouceur for many years. The technology used consists of odor-neutralizing molecules found in plant-based oils. The fragrance-free, organic, non-toxic compound is placed on a disc and inserted into a small fan that blows the oil throughout the room. The desire is to minimize the difficulties experienced in the workplace by both employees and clients subject to chemical/fragrance sensitivities. Odor eliminating units are placed in restrooms, diaper changing areas, public lobbies, and other odor sensitive locations within the MCHD locations throughout the County.

The Alisal Integrated Health Center, situated at 331 N. Sanborn Road in Salinas, is a recently established facility seeking Joseph Ladouceur's odor removal services. This Amendment No. 4 includes the necessary funding to integrate the new building as required.
