Title: a. Title

RECOMMENDATION:
It is recommended that the Board of Supervisors:

a. Approve the Chief Local Elected Official (CLEO) Memorandum of Understanding (MOU) between the Board of Supervisors and the Economic Development Department and Monterey County Workforce Investment Board;
b. Approve the Monterey County Workforce Investment Board's submission of its Strategic Local Workforce Plan (Local Plan) for Program Years 2013-17 to the State of California Workforce Investment Board (State Board); and
c. Authorize the Chairperson of the Board of Supervisors to sign three copies of the CLEO Memorandum of Understanding (MOU), Local Plan, and local grant recipient listing.

SUMMARY:
The State of California issued a directive on May 22, 2013 requiring all local Workforce Investment Boards (WIB) to submit a five-year Local Plan for Program Years (PY) 2013-17 to the State Board that aligns the local WIB's strategies with the vision, strategy and goals of the State Strategic Workforce Development Plan. The directive also includes the standards required by the State to determine biennial and high performing certification of local WIBs.

The Monterey County WIB's five-year Local Plan serves as a framework for the development of public policy, fiscal investment, and operation of the America's Job Center of California (formerly One-Stop) delivery system. The Local Plan...
