RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign Amendment #2 to the Agreement with the Alliance on Aging to provide a variety of services to Monterey County seniors adding $33,481 for a new contract total of $673,970 and extending the contract term to August 31, 2023; and
b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) amendments to this Agreement where the total amendments do not exceed 10% ($67,397) of the contract amount and do not significantly change the scope of work.

SUMMARY/DISCUSSION:
This Amendment adds additional funding to existing programs for Ombudsman and Health Insurance Counseling and Advocacy (HICAP) services for Monterey County seniors. Ombudsman funding will go toward bilingual-bicultural outreach to seniors to inform and enroll this most isolated and frail population into available services. Ombudsman services are designed to protect the elderly in Skilled Nursing Facilities and licensed residential care facilities by investigating complaints, facilitating resolutions, monitoring facilities, and providing training to program volunteers.
