RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt a resolution to designate and authorize the Director of Emergency Management and Emergency Services Manager to execute and manage grant documents for the CalOES Resiliency Allocation of FY 2019 PSPS funds.

SUMMARY/DISCUSSION:
On December 10, 2019, per Resolution No. 19-419, the County of Monterey Board of Supervisors authorized the Emergency Services Manager from the County of Monterey Office of Emergency Services to execute an Agreement with CalOES for the Resiliency Allocation of FY 2019 PSPS funds in the amount of $464,903 with a performance period of July 1, 2019, through October 31, 2022. In September 2022, CalOES granted an extension of the performance period for FY 2019 PSPS funds to December 31, 2023.

All funds associated with the FY 2019 PSPS Resiliency Allocation have been expended; however, the grant needs to be administratively closed out. Because the Monterey County Office of Emergency Services was reorganized into the Department of Emergency Management in December 2022, an update reflecting the reorganization is required by CalOES in order to maintain continuity of grant management and to appropriately close out the remaining performance period of the grant. As such, the Department of Emergency Management is requesting that the Director of Emergency Management and the Emergency Services Manager be designated as authorized County of Monterey representatives to execute and manage documents for the CalOES Resiliency Allocation of FY 2019 PSPS funds.
