a. Approve and authorize the Director of Health to sign a Mental Health Services Agreement (FY 2014-15, FY 2015-16 and FY 2016-17) with Milhous Children's Services for the provision of mental health services in the amount of $297,462 for FY 2014-15, $279,964 for FY 2015-16 and $279,964 for FY 2016-17, for a total of $857,390; and
b. Authorize the Director of Health, to sign up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to sign a Mental Health Services Agreement (FY 2014-15, FY 2015-16 and FY 2016-17) with Milhous Children's Services for the provision of mental health services in the amount of $297,462 for FY 2014-15, $279,964 for FY 2015-16 and $279,964 for FY 2016-17, for a total of $857,390; and

SUMMARY/DISCUSSION:
This new Mental Health Service Agreement with Milhouse Children's Services ("Milhous") replaces Agreement A-21328 which expires on June 30, 2014. Milhouse will continue to provide mental health services to Monterey County young adults in accordance with the client's individual education plan and other identified needs. Milhous provides an array of mental health services and rehabilitative care to Monterey County children. Children placed in Milhous suffer from seriously emotional and behavioral problems, which interfere with their ability to effectively function within their home and in the community.
