RECOMMENDATION:
It is recommended that the Board of Supervisors appoint the County of Monterey’s Chief Assistant County Administrative Officer to the Hitchcock Road Animal Services Agency Board to serve as an alternate Director in the absence of the County Administrative Officer for a term ending March 2027.
SUMMARY/DISCUSSION:
The Hitchcock Road Animal Services Agency (Agency) was established by the County of Monterey and City of Salinas through a Joint Powers Agreement (JPA) on January 1, 2023, for the joint purpose of providing care, shelter and services to animals.
As outlined in Section 2.6. of the JPA, the Agency is governed by a Board of Directors (“Hitchcock Road Animal Services Agency Board”) which serves as the administrator of the Agency’s affairs. The Agency Board shall have the representation of four (4) voting members made up of two (2) members representing the County Board of Supervisors and the County Administrative Officer, or their designates; and, two (2) members representing the City of Salinas to include Salinas City Council and the City Manager, or their designates. Appointment terms for all members and alternates shall be for a four-year term appointees serve at the pleasure of the appointing agency.
Staff recommends that the Board appoint the Chief Assistant County Administrative Officer as an alternate Director to the Hitchcock Road Animal Services Agency Board on December 3, 2024.
OTHER AGENCY INVOLVEMENT:
There is no other agency involvement.
FINANCING:
There is no impact on the General Fund.
