RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve the Director of Health or the Assistant Director of Health to sign Memorandum of Agreement between the County of Monterey and the Consulate of Mexico in San Jose, California for the term August 12, 2023, to August 12, 2024, to set forth the common understandings and cooperative relationships between the Parties that relate to the administration and coordination of the County's Farmworker Resource Center Program ("FRC Program").

SUMMARY/DISCUSSION:
County of Monterey Health Department (MCHD) was awarded a Farmworker Resource Center Program grant in December 2022. The successful application proposed to have staff from MCHD and Community Health Workers (CHWs) from several of the Virus Integrated Distribution of Aid (VIDA) Community Based Organizations (CBOs) to provide various outreach and systems navigation services for farmworkers in Monterey County. Services started July 1, 2023, and will continue through May 15, 2024, with the grant funding.

The outreach and systems navigation services will be in several domains, ranging but not limited to the following: labor and unemployment rights, education, housing, immigration, and health and human services. The FRC Program outreach and systems navigation services will be provided in a variety of methods including outreach at community locations frequented by farmworkers, worksites, and at drop-in locations with the CBO offices.
