RECOMMENDATION:

It is recommended the Board of Supervisors authorize the Purchasing Manager for Natividad Medical Center (NMC) to execute Amendment No. 2 to the Agreement (SC2388) with First Alarm for Alarm and Closed Circuit Television Maintenance, Testing and Monitoring Services at NMC, extending the Agreement to June 30, 2013 and adding $80,000 for a revised total Agreement amount not to exceed $230,000 in the aggregate.

SUMMARY/DISCUSSION:

As part of the plan of correction generated as a result of the Centers for Medicare and Medicaid Services Inspection completed on December 7, 2011, Natividad Medical Center increased frequency of testing of the fire alarm systems. The increased frequency was not accounted for in the original purchasing agreement.

First Alarm will provide all quarterly and annual inspection, testing, maintenance, and repair services monthly for a period of four months for fire detection, alarm, and suppression systems as per the Joint Commission, NFPA (National Fire Protection Agency) 25, NFPA 72, Title 22, Title 24, and all other applicable local, state, and federal regulations and codes.

The fire detection, alarm, and suppression systems are located in multiple buildings consisting of over 600,000 square feet of building space, and serve patient care areas throughout the hospital, as well as staff areas, the data server room, and the kitchen. The testing of the fire alarm systems includes the following:

HVAC shutdown
Smoke detector sensitivity
Hold open devices
Testing of chimes and strobes
Sprinkler flow tests
Fire department connection inspections
