Approve and authorize the Director of Health or the Assistant Director of Health to execute the First Amendment to the Medi-Cal Capacity Grant Agreement Number 0120-MCHD-BH-CI between the Central California Alliance for Health (the Alliance) and the County of Monterey, on behalf of the Monterey County Health Department Behavioral Health Bureau, to modify the East Salinas Sanborn Clinic project's financial model from a lease/back contract with a developer to a traditional bid-build process to secure a contract with a construction contractor, revise the respective due dates for each phase of project, and extend the term of the Agreement from 43 to 51 months for a new end date of November 25, 2024, to be effective on the date of final execution by the Alliance.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
