RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Monterey County Veteran's Services Officer to sign the California Department of Veterans Affairs' Special Certificate of Compliance to receive one-time Subvention Program funding for Fiscal Year 2013-14;
b. Approve and authorize the Auditor-Controller to amend the 5010-SOC003-8260 FY 2013-14 Adopted Budget to increase appropriations and estimated revenues in the amount of $36,498. (4/5ths Vote Required)

SUMMARY/DISCUSSION:
The California Department of Veterans Affairs provides annual funding to California counties to assist and advocate for veterans, and their families, submitting disability compensation and related claims pursuant to the California Code of Regulations, Title 12, Subchapter 4, Chapter 5. Line Item 8955-0001 of the State Budget Act of 2013 provides one-time funding to California counties to enhance and increase the services provided to veterans, their dependents, and families. The one-time funding shall be used for those services prescribed in the California Department of Veterans Affairs Best Practices Manual and cannot be used to supplant existing county funding for County Veterans Services offices operations. Counties agree to maintain in Fiscal Year 2013-14 local funding at or above levels appropriated in Fiscal Year 2012-13.

Monterey County anticipates using these funds to increase short-term staff, produce outreach materials and increase veteran visits by expanding service offerings.
