RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt a Resolution levying the Emergency Medical Services System Special Tax for Fiscal Year (FY) 2020-21 at the rate of $12.00 per service unit.

SUMMARY:
This Board action will adopt a Resolution for levying of the countywide Emergency Medical Services System Special Tax for FY 2020-21 at the continued rate of $12.00 per service unit

DISCUSSION:
On March 7, 2000, a 70.7% majority of Monterey County voters approved changing the countywide CSA-74 levy to a special tax of up to $12.00 per service unit. The rate has remained constant at $12.00 since FY 2000-01. The attached resolution levies the countywide Emergency Medical Services System Special Tax for FY 2020-21 at the continued rate of $12.00 per service unit. A summarized history of CSA 74 outlining services and fees is included in this Board packet.
The Ordinance requires the adoption of resolutions by the Board of Supervisors of the County of Monterey to continue assessments for CSA 74.

This work supports the Monterey County Health Department 2018-2022 Strategic Plan initiatives; 2. Enhance public health and safety through prevention and 4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs. It also supports one of the ten essential public health services, specifically; 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this Board Report as to form and legality.

FINANCING:
There are no General Fund Impacts resulting from this Board action. The revenues from CSA 74 are estimated to be $1.7 million and are included in the CSA 74 (092-HEA010) FY 2020-21 Recommended Budget.
