Support the Board of Supervisors acting as the Board of Directors of the Boronda County Sanitation District-Zone 2 San Jerardo (BCSD-Z2SJ) to authorize and direct the Auditor-Controller to amend the FY 2024-25 Adopted Budget for the Boronda County Sanitation District - Zone 2 San Jerardo to increase appropriations to fund capital improvement projects, internal legal services, personnel services and electrical utility charges for the San Jerardo Water System.

RECOMMENDATION:
It is recommended that the Budget Committee support the Public Works, Facilities and Park’s recommendation to the Board of Supervisors acting as the Board of Directors of the Boronda County Sanitation District-Zone 2 San Jerardo (BCSD-Z2SJ) to:
a. Authorize and direct the Auditor-Controller to amend Fiscal Year (FY) 2024-25 Adopted Budget for BCSD-Z2SJ, Fund 157, Appropriation Unit PFP050, increasing appropriations by $55,970, funded by Fund 157 unassigned fund balance for capital improvement projects, internal legal services, other personnel services and utilities (4/5ths vote required).
SUMMARY/DISCUSSION:
The BCSD-Z2SJ will incur costs greater than the amount budgeted in FY 2024-25 due to anticipated increases in internal legal services related to the proposed sale of the BCSD-Z2SJ to the San Jerardo Cooperative, capital improvement projects including tank repairs and new water line valves, additional personnel services to manage capital improvement projects, and an anticipated increase in PG&E electrical costs. Unassigned fund balance will be the funding source for the increased cost.
Upon completion of these projects, the County anticipates moving forward with the transfer of the water system to San Jerardo Cooperative, an action supported by the California State Water Board.
