RECOMMENDATION:
It is recommended that the Board of Supervisors amend the Big Sur Multi-Agency Advisory Council (“Council”) Bylaws to:
a. Add as a new voting member of the Council the Superintendent (or designee) of the Carmel Unified School District; and
b. Acknowledge the change in name of an existing member by changing the name in the Bylaws from “Coastal Property Owner Association” to “Community Association of Big Sur.”
SUMMARY/DISCUSSION:
The County of Monterey Board of Supervisors established the Big Sur Multi-Agency Advisory Council (BSMAAC) by Resolution No. 86-443 on July 8, 1986.
The BSMAAC Bylaws have been amended multiple times over the years to update the Councils membership.
At the February 6, 2026, meeting of the BSMAAC, the Council voted unanimously to recommend that the Board of Supervisors amend the BSMAAC Bylaws to (1) add as a new voting member of the Council the Superintendent (or designee) of Carmel Unified School District; and (2) acknowledge the change in name of an existing member by changing the name in the Bylaws from “Coast Property Owners Association” to “Community Association of Big Sur”. The Coast Property Owners Association changed their name to Community Association of Big Sur in 2018.
Staff recommends that the Board of Supervisors amend the Council Bylaws as recommended by the Council at their February 6, 2026 meeting.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
County Counsel reviewed the recommended Bylaw amendments and approves as to form and legality.
FINANCING:
The amendment to the BSMAAC Bylaws will have no financial impacts.
