RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve amendments to Monterey County Workforce Investment Board Bylaws to align with statewide initiatives, primarily the new state strategic plan to incorporate a Business Services Committee as a standing committee of the Workforce Investment Board.

SUMMARY:
The original Bylaws of the Monterey County Workforce Investment Board (WIB) were approved by the Monterey County Board of Supervisors on May 29, 2001 amended on June 6, 2007, and again on December 6, 2011. The recommended Bylaw revisions include specific revisions that change guidance and operations to bring the County’s WIB Bylaws in line with State workforce related initiatives. Attachment 1 is a copy of the recommended Amended WIB Bylaws.

DISCUSSION:
Under the new State of California Workforce Investment Board Strategic Plan, the Governor calls for the Chief Local Elected Official and the Local Workforce Investment Board to establish a Business Services Plan that includes a sub-committee of the Local Board that further develops and makes recommendations for the Business Service Plan to the Local Board in an effort to increase employer involvement in the activities of our Local Workforce Investment Board. The Workforce Investment Board approved the proposed amendment to the Bylaws at their December 5, 2012 meeting and requested it be brought to the Board of Supervisors for final approval.
