RECOMMENDATION:
It is recommended that the Board of Supervisors introduce, waive the reading, and set April 26, 2016 at 10:30 a.m. (Consent Agenda) to consider adoption of an ordinance amending Section 12.28.035 of the Monterey County Code, to establish no parking between seven a.m. and noon on both sides of Morse Drive from the centerline with State Highway 1 southerly to the centerline of Flanders Drive in the Carmel area of the unincorporated area of Monterey County.
SUMMARY/DISCUSSION:
A request was received by Resource Management Agency (RMA) to evaluate traffic operation on Morse Drive between State Highway 1 and Flanders Drive. During the evaluation staff observed vehicles parking on Morse Drive to access the nearby school during school hours and special events at the school. These vehicles were blocking resident access to their driveways and obstructing through traffic during school hours. This could affect emergency response times. As a result there is a need to prohibit parking on both sides of the roadway between seven a.m. and noon. RMA staff is recommending the establishment of an ordinance to prohibit parking on both sides of Morse Drive between State Highway 1 and Flanders Drive between seven a.m. and noon in Carmel.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has approved the ordinance as to form.
FINANCING:
