a. Approve and authorize the County Counsel to execute Amendment No. 8 to Agreement A-13173 with Foley & Lardner, LLP, for independent consulting and legal services for the Health Department, increasing the total Agreement by $435,000 for a total Agreement liability not to exceed $1,665,000, with no change to the existing term of May 1, 2016 through June 30, 2027; and
b. Approve and authorize the County Counsel to execute one future amendment to this Agreement that does not significantly change the scope of work and does not exceed 10% ($30,000) of the initial agreement amount, for a total revised Agreement liability of $1,695,000.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the County Counsel to execute Amendment No. 8 to Agreement A-13173 with Foley & Lardner, LLP, for independent consulting and legal services for the Health Department, increasing the total Agreement by $435,000 for a total Agreement liability not to exceed $1,665,000, with no change to the existing term of May 1, 2016 through June 30, 2027; and
