RECOMMENDATION:
It is recommended that the Board of Supervisors:
Set a date for a public hearing on June 26, 2012, at 10:30 A.M., to consider approving the Fiscal Year (FY) 2012-13 assessments for CSA 74 for the Emergency Medical Services System Special Tax.

SUMMARY:
This Board action will set a public hearing on the Fiscal Year (FY) 2012-13 assessment for CSA 74 for the Emergency Medical Services System Special Tax. The assessment rate will remain the same as FY 2011-12.
DISCUSSION:
On March 7, 2000, a 70.7% majority of Monterey County voters approved changing the countywide CSA-74 levy to a special tax of up to $12.00 per service unit. The rate has remained constant at $12.00 since FY 2000-01. The attached resolution levies the countywide Emergency Medical Services System Special Tax for FY 2012-13 at the continued rate of $12.00 per service unit. A summarized history of CSA 74 outlining services and fees is included in this Board packet. Attachment 3 is a description of services provided and Attachment 4 is a list of rates charged per parcel.

The Ordinances require the adoption of resolutions by the Board of Supervisors of the County of Monterey to continue assessments for CSA 74. Attachment 1 is the recommended resolution for approval by the Board of Supervisors establishing assessment rates for FY 2012-13. Attachment 2 is the Notice of Public Hearing published by the County Administrative Office.

OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed this Board Report as to form and legality. All attachments are on file with Clerk to the Board.

FINANCING:
The revenues from CSA 74 are estimated to be $1.6 million in revenue and are included in the CSA 74 FY 2012-13 budget. There is no General Fund Contribution resulting from this Board action.
