a. Approve and authorize the Contracts/Purchasing Officer to sign a Letter of Agreement with Ventura County Medi-Cal Managed Care Commission (dba Gold Coast Health Plan), for health services to be provided by the Health Department's Clinic Services Bureau to members of the Gold Coast Health Plan, effective June 1, 2013 to June 30, 2014; and
b. Authorize the Contracts/Purchasing Officer to approve up to three (3) future amendments to this Agreement where the amendments do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer to sign a Letter of Agreement with Ventura County Medi-Cal Managed Care Commission (dba Gold Coast Health Plan), for health services to be provided by the Health Department's Clinic Services Bureau to members of the Gold Coast Health Plan, effective June 1, 2013 to June 30, 2014; and
b. Authorize the Contracts/Purchasing Officer to approve up to three (3) future amendments to this Agreement where the amendments do not significantly change the scope of work.
SUMMARY/DISCUSSION:
Approval of the recommended action will allow for the Health Department's Clinic Services Bureau ("Clinic Services") to provide care to Gold Coast Health Plan's Medi-Cal Members ("Members"), predominately members of the Mixteco Community who seasonally migrate to the Monterey County area in search of agribusiness employment. This population could spend a period of months each year in Monterey County before returning to their residence of record in Ventura County, where their primary care providers are located. This Letter of Agreement will ensure the Members have a ready source of available care while working in Monterey County.
