Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Direct that the existing Veterans' Cemetery Citizens Advisory Committee, formerly advisory to the Redevelopment Agency of Monterey County, will continue to operate as advisory to the Board of Supervisors regarding development of the Central Coast Veterans' Cemetery on the former Fort Ord; and
b. Approve proposed, revised bylaws of the Veterans' Cemetery Citizens Advisory Committee, reflecting this change.

SUMMARY/DISCUSSION:
The Veterans' Cemetery Citizens Advisory Committee (CAC) was formed February 6, 2007 pursuant to the authority vested in the Redevelopment Agency of Monterey County (RDA) by Health and Safety Code Section 33385(g), and operated as advisory to the RDA. In 2008, the RDA was dissolved pursuant to state law. Because the RDA no longer exists, and because the public interest is served by CAC's continued input on the proposed Central Coast Veterans' Cemetery on the former Fort Ord, the Board is asked to direct that the existing CAC will continue to operate as advisory to the Board of Supervisors. The continuation of the CAC is necessary to assist with the remaining phases of the cemetery; these will require community input and will include structures and features that will not be funded, based on current practices and policies of the US Department of Veterans Affairs, or the California Department of Veterans Affairs. These structures and features will need to be funded through local private funding.
