a. Authorize the Agricultural Commissioner to execute, on behalf of the County of Monterey, Standard Agreements and any Amendments thereto, with Federal, State and local agencies for designated programs performed by the department for a period of three (3) years ending June 30, 2019 and;
b. Approve and authorize the Agricultural Commissioner, or his designee, to sign up to three (3) amendments to each agreement where the total amendments do not exceed fifteen percent (15%) of the original amount of the subject agreement and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Agricultural Commissioner to execute, on behalf of the County of Monterey, Standard Agreements and any Amendments thereto, with Federal, State and local agencies for designated programs performed by the department for a period of three (3) years ending June 30, 2019 and;
b. Approve and authorize the Agricultural Commissioner, or his designee, to sign up to three (3) amendments to each agreement where the total amendments do not exceed fifteen percent (15%) of the original amount of the subject agreement and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The State of California and the United States Department of Agriculture (USDA) routinely contract with the Agricultural Commissioner to provide specific services. Estimated revenue from the Agreements is included in the department's annual budget, as well as the appropriations associated with each activity. In the past the Commissioner has submitted individual Board Reports to request authorization to execute these individual Agreements.
The recommended action will allow the Agricultural Commissioner to execute specific, routine, annual State Standard Agreements and USDA Standard Agreements and Amendments thereto. Approval of the recommended action will eliminate the need to prepare individual Board Reports fo...
