RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer to sign Amendment No. 2 of the Professional Services Agreement with Rancho Cielo, Inc. to extend its term to June 30, 2013, and increase its amount by $85,000 for FY 2012-13 for a revised total not to exceed $255,000 in the aggregate to continue to provide facility usage, counseling services, and anger awareness programs for juveniles participating in the Silver Star Youth Program.

SUMMARY/DISCUSSION:
The Juvenile Justice Crime Prevention Act (JJCPA), also known as AB1913, appropriates substantial funds for local law enforcement programs to combat juvenile delinquency. The State Board of Corrections distributes funds to counties on a pro-rata basis. The total projected grant allocation for Monterey County amounts to $1,193,357 to be expended prior to or by June 30, 2013.

As the lead agency and fiscal agent, the Probation Department is disbursing the funds to all the County agencies and community organizations participating in the programs funded by the JJCPA allocation.

For the third consecutive year, funding in the amount of $85,000 has been allocated to Rancho Cielo, Inc. for facility usage. The JJCPA programs at Rancho Cielo Youth Campus include drug counseling, family counseling and anger awareness program for juveniles participating in the Silver Star Youth Program.
