RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Chair to sign an Agreement between the County of Monterey and San Mateo County and the Bay Area CAPI Consortium, including the acceptance of non-standard agreement terms and conditions as recommended by the Director of the Department of Social Services, for the period July 1, 2014 through June 30, 2018 to administer the Cash Assistance Program for Individuals (CAPI) in Monterey County.

SUMMARY/DISCUSSION:
The Cash Assistance Program for Individuals (CAPI) assists eligible aged, blind and disabled legal immigrant residents of consortium counties who are ineligible for Supplemental Security Income (SSI) benefits based on their legal status by issuing a monthly benefit that is approximately equal to Supplemental Security Income (SSI). The CAPI program is administered by the County of San Mateo, acting as fiscal agent for the consortium consisting of ten (10) California counties, including Monterey County. Individuals who hold legal permanent resident status are potentially eligible for CAPI benefits, as long as all CAPI criteria are met. The assistance provided through CAPI is important for eligible residents for Monterey County to maintain an adequate standard of living. It is also in the interest of Monterey County to continue participation in the CAPI Program as it assists some of the County's most needy residents.
