RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors:

Hold a workshop to further the development of the Monterey County Water Resources Agency’s 2026 Strategic Plan.

SUMMARY/DISCUSSION:
The Agency contracted with Jacob Green & Associates (JGA) to update to Agency’s 2020 Strategic Plan. The process consists of five steps: initial review and assessment of the Agency, comprehensive stakeholder engagement activities, strategic framework update workshops, development of the draft and final plans, and ultimately the development of implementation and performance measures.

JGA has completed the first two steps and have pulled together the results from their engagement activities; they are now moving forward into the next step of plan development. This workshop will provide an opportunity to evaluate the Agency’s Mission, Vision and Values, and to develop overarching Goals for the Agency.

The purpose of this workshop is to build alignment and guide participants through a structured, high-impact process to reaffirm the Agency’s purpose and how it can best serve its customers and the broader community. Grounded in the Agency’s mission, vision, and values, the workshop is designed to establish a shared understanding of organizational priorities and strategic direction. The workshop will focus on reviewing and discussing information gathered through prior engagement and assessment activities, including stakeholder input, environmental scan findings, and key themes.

This will then be followed up with an Agency staff workshop to build on this foundation and focus on confirming or updating strategic goals, and developing supporting objectives and initiatives. These efforts will develop the Draft Strategic Plan.
