RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution to:
a. Approve and adopt the Discretionary Fund Policy for inclusion in the Board Policy Manual setting forth procedures for Board of Supervisor expenditures of discretionary funds.

SUMMARY:
This policy will set forth requirements for use of Board of Supervisors' discretionary funds. Public benefit expenditures from discretionary funds that are $5,000 or less will be reviewed and approved, as appropriate, by the County Administrative Officer ("CAO") or their designee and County Counsel or their designee. Public benefit expenditures from discretionary funds in excess of $5,000 will be reviewed and approved, as appropriate, by the Board of Supervisors by placing the matter for approval on the Board of Supervisors' consent agenda. A yearly accounting of expenditures will be published to the Board of Supervisors and will be publicly available.

DISCUSSION:
Each member of the Board of Supervisors is allocated discretionary funds to administer to various public purpose projects and/or activities. This policy ensures adequate review of the expenditures from these discretionary funds by requiring expenditures of $5,000 or less to be reviewed and approved, as appropriate, by the CAO and County Counsel and expenditures of over $5,000 to be reviewed and approved, as appropriate, by the full Board of Supervisors. Any expenditures from the discretionary funds must be for a public purpose.

Not applicable.

FINANCING:
The County Administrative Office manages the Board Policy Manual. Approval of the recommendation will not result in additional general fund contributions.
