RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve the Monterey County Economic Development Department - Workforce Investment Board's (Monterey County EDD/WIB) Annual Report for Program Year (PY) 2013-14.

SUMMARY:
Each year the Monterey County EDD/WIB prepares an Annual Report covering the program year beginning July 1 and ending June 30. The Annual Report provides general information about the Monterey County EDD/WIB and describes its strategic goals, performance data for the reporting period, and other relevant information. It also includes an overview of initiatives that align with county and regional economic development and workforce activities.

DISCUSSION:
The Monterey County EDD/WIB, established through the federal Workforce Investment Act (WIA) of 1998, is responsible for providing strategic planning, oversight and policy direction for the utilization of WIA funds in Monterey County. The overall goal of the WIA is to increase wage earnings, job retention and skills attainment of the local, and ultimately, the national labor force.

The Monterey County EDD/WIB funded job training programs are designed to meet Monterey County's demand for a qualified and ready workforce. The programs benefit local employers, unemployed adults, recently laid-off (Dislocated) workers, and at risk youth ages 14 to 21.

The Monterey County EDD/WIB oversees the WIA Adult, Dislocated Worker, Youth, and Rapid Response Programs that operate under the America's Job Center of California (Job Center) delivery system in collaboration with other community partners, to include the primary WIA service provider Office for Employment Training, a division of the Monterey County Economic Development Department as well as two adult and two youth program providers, all of whic...
