RECOMMENDATION:
It is recommended that the Board of Supervisors extend the Proclamation of Local Emergency due to damages resulting from a procession of El Nino enhanced winter storms causing conditions of extreme peril to the safety of persons and property nearby (4/5th vote required).
SUMMARY:
Beginning in January, 2016, Monterey County experienced a succession of storms and high tide events that caused costly, wide-spread damages throughout the county. These storms resulted in significant rainfall and storm driven high tides which resulted in localized flooding, road closures, and loss of power and other critical infrastructure affecting the public's safety.
The extension of this emergency proclamation will allow for continuation of emergency response activities and timely repairs to be made to the damaged public property and infrastructure and request and utilization of state and federal assistance, as appropriate.
DISCUSSION:
On January 19, 22, and 31; and March 4 and 10 , 2016, a succession of El Nino enhanced winter storms caused damages to local infrastructure and public and private property within Monterey County. Such damages included localized flooding, roadway slope and embankment erosion, debris caused roadway obstructions, storm drain infrastructure damage, and damage to public and private utilities. Such damage continues to impact the public's safety and immediate action is necessary to address these safety concerns.
Mitigation and recovery actions related to this storm damage is likely to be beyond the control of the resources of the County of Monterey and require the combined forces of other political subdivisions to combat.
