It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 1 to Substance Use Disorder Agreement A-15451 with Sun Street Centers for the provision of alcohol and drug recovery services retroactive to September 1, 2021, to increase Fiscal Year (FY) 2020-21 funding amount by $965,165 and increase FY 2022-23 funding amount by $961,738 for a new total Agreement amount not to exceed $11,659,763 for the full-term July 1, 2021 - June 30, 2023.
SUMMARY/DISCUSSION:
The County currently has Agreement A-15451 for a current contracted dollar amount of $9,732,860 with Sun Street Centers. This Amendment No. 1 adds $1,926,903 for FYs 2021-23 for a new contract amount of $11,659,763. As part of the Monterey County Health Department, Behavioral Health Bureau's Drug Medi-Cal Organized Delivery System (DMC-ODS) Waiver Implementation Plan, Sun Street Centers provides substance use disorder (SUD) residential, outpatient treatment services and Proposition 47 grant funded services.
This Amendment No. 1 adds DMC-ODS Waiver funding for continued SUD services for FYs 2021-23. It also adds Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) and American Rescue Plan Act of 2021 (ARPA) funding to cover additional costs for SUD services provided by Sun Street Centers due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19).
