Consider making an appointment to the Monterey County Regional Fire District (MCRFD) Board of Directors for a four-year term, effective upon appointment through May 14, 2028.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Consider making an appointment to the Monterey County Regional Fire District (MCRFD) Board of Directors for a four-year term, effective upon appointment through May 14, 2028; and,
b. Provide direction to staff as necessary.

SUMMARY/DISCUSSION:
The Monterey County Regional Fire District (MCRFD) is a special district organized and operating pursuant to Health and Safety Code section 13800 et seq. to provide fire suppression and emergency response within the district territory, which includes supervisorial districts 2, 3, 4 and 5. The district is governed by a five member Board of Directors who are appointed by the County of Monterey Board of Supervisors (Board) and reside in the area served by the MCRFD. Current composition of the Board of Directors includes two members residing in District 3 and two in District 5. There is one vacancy on the fire district Board .

Pursuant to Board of Supervisors policy, a 30-day solicitation period was initiated on March 7, 2024 to fill the current vacancy on the fire district board, which yielded six applications with resume and statement of interest by the submittal deadline (April 8, 2024). In accordance with Board Policy G-20, a committee was convened on April 22, 2024 to review application packages, confirm applicant residency within the MCRFD territory, and determine the supervisorial district within which each applicant resides. The committee concluded that five applications met the required criteria, while one applicant was found not to reside within the fire district's territory (see attached applications). Committee findings are enclosed for the Board's review as Exhibit A.
