a. Approve and authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign an Agreement with Mark Rispoli, Doing Business as Makor K9 for the provision of canine and handler training and acquisition of Canines for the period of May 15, 2021 thru June 30, 2024, in an amount not to exceed $191,317; and
b. Authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign two (2) additional one (1) year extensions where each amendment does not exceed $65,000 and $70,000 respectively, for a total not to exceed amount of $326,317.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign an Agreement with Mark Rispoli, Doing Business as Makor K9 for the provision of canine and handler training and acquisition of Canines for the period of May 15, 2021 thru June 30, 2024, in an amount not to exceed $191,317; and
b. Authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign two (2) additional one (1) year extensions where each amendment does not exceed $65,000 and $70,000 respectively, for a total not to exceed amount of $326,317.
SUMMARY/DISCUSSION:
The Monterey County Sheriff's Office (MCSO) requests approval of this sole source agreement. Makor K9 has provided services for the MCSO for five (5) years. Mr. Rispoli provides a level of service, in this field which no other trainer/vendor in Monterey County provides, as such, Mr. Rispoli provides service to other adjoining jurisdictions to include some Federal agencies.
Mr. Rispoli provides handler training for narcotics, explosives, and patrol canines for the Monterey County Sheriff's Office in accordance with the Peace Officer Standards and Training (POST) Law Enforcement K9 Guidelines.
