RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors:
Approve Amendment No. 2 to the Professional Services Agreement with West Yost Associates, Inc. to extend the term of the agreement to December 31, 2024 to support an updated version of the Salinas Valley Historical Benefits Analysis; and authorize the General Manager to execute the Amendment.
SUMMARY/DISCUSSION:
In May 2023, the Monterey County Water Resources Agency (“Agency”) entered into an agreement with West Yost Associates, Inc. to develop quantified flood benefit and hydrologic analysis in support of an updated version of the Salinas Valley Historical Benefits Analysis (“Updated HBA”).
The Updated HBA is integral to development of a draft Engineer’s Report for the Interlake Tunnel and San Antonio Spillway Modification Project (“Project”); the latter is a deliverable under the Agency’s grant from the Department of Water Resources for the Project. Due to some delays in modeling and completion of the economic benefits portion of the Updated HBA, this Amendment No. 2 is recommended to extend the term of the West Yost Associates, Inc. agreement to ensure that support from the consulting team is available for the duration of the Updated HBA development.

FINANCING:
Funds from the Interlake Tunnel grant will be utilized to pay for services under the Agreement that is being amended.
