RECOMMENDATION:
It is recommended that the Board of Supervisors:
Receive and accept the Monterey County Community Action Commission Summary Report for 2016 and 2017.

SUMMARY/DISCUSSION:
The Community Services Block Grant (CSBG) administered by each state provides core funding to local agencies to reduce poverty, revitalize low-income communities and to empower low-income families to become self-sufficient. The CSBG network consists of more than 1,000 agencies that create, coordinate and deliver programs and services to low-income Americans in every county. Community representation and accountability are hallmarks of the CSBG network, where agencies are governed by a tri-partite board. The Community Action Commission structure consists of low-income, private and public sectors. This summary report provides the Board of Supervisors with a condensed description of the Community Action Commission activities, priorities, accomplishments and developments over the last two years. During this period the Community Action Commission was introduced to the Results Oriented Management and Accountability, or ROMA, a performance-based initiative designed to preserve the anti-poverty focus of community action and to promote greater effectiveness among state and local agencies receiving CSBG funds. Calendar Years 2016 and 2017 have been years of transition and multiple challenges due to several changes at the state and federal level. In addition to the community needs assessment, funding allocations, and monitoring of service contracts, the Community Action Commission developed a Strategic Plan which will be updated every two years to assist in guiding agency's operations.


OTHER AGENCY INVOLVEMENT:
