RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to sign Amendment No. 2 to Agreement A-12069 with The Village Project, Inc., increasing the amount by $9,516 for FY 2012-13, and $48,312 for FY 2013-14 for a revised maximum total Agreement amount of $723,828 for mental health outreach and counseling services for Monterey County African-American adults, youth and families for the period July 1, 2011 through June 30, 2014.

SUMMARY/DISCUSSION:
Since Fiscal Year 2008-09, the Monterey County Health Department, Behavioral Health Bureau has contracted with The Village Project, Inc. (TVP) for the provision of mental health outreach and counseling services for African-American adults, youth and families in Monterey County. TVP also works in collaboration with other community based organizations providing mental health services to ensure that services are culturally competent. Referrals originate from the community; including faith based organizations and schools, as well as the Behavioral Health Bureau, other departments and local agencies.

This Amendment No. 2 expands TVP’s services to include those individuals recently released from State Prison under the AB 109 program, while also providing a 4% cost of doing business increase for FY 2013-14.

OTHER AGENCY INVOLVEMENT:
The County Counsel and Auditor-Controller have reviewed and approved this Amendment No. 2 as to legal form and fiscal provisions. This Amendment No. 2 is on file with the Clerk of the Board.
