RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt a resolution to partner with SEIU Local 521 to support the State's application for the Medi-Cal 2020 Waiver.
SUMMARY/DISCUSSION:
The Medi-Cal 2020 1115 Waiver builds off of the successes of the current Bridge to Reform Waiver, which facilitates access and improved care by implementing the Low Income Health Plan and successfully transitioning residents into Medi-Cal. The 2020 Waiver's goals are to reduce health disparities, strengthen primary care delivery and access, and improve health care quality and outcomes for the Medi-Cal population. In addition, it addresses the social determinants of health and improves care equity. It also includes the Safety Net Care Pool / Disproportionate Share Hospital payments program to provide funding for the 30,000 remaining uninsured in Monterey County.
A partnership with SEIU and SEIU 521 will further the goals of the 2020 Waiver. SEIU 521 represents employees in the Departments of Social Services and Behavioral Health that serve the Medi-Cal population in the county. It is also the largest health care union in the state and a leading advocate for improved health care services for the Medi-Cal population. This partnership will increase the county's chances of compiling and advocating for a successful application to receive the 2020 Waiver.
This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.
