RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and Authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to sign a no cost Amendment No. 3 to Agreement No. A-13538 with Raimi + Associates, assisting the Health Department in the development of its 2017-2021 Strategic Action Plan, and adding three months for a revised full term of January 11, 2016 through January 31, 2018.

SUMMARY/DISCUSSION:
Monterey County Health Department (MCHD) has recently analyzed data from community and staff surveys and assessments as part of updating its first strategic plan and to produce the 2017-2021 Strategic Action Plan. This work has identified four draft four priority areas:

* Priority 1: Empower the community to improve health through programs, policies, and activities.
* Priority 2: Enhance community health and safety through prevention
* Priority 3: Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services
* Priority 4: Align and improve operational functions to meet current and developing population health needs

To ensure that this Strategic Action Plan is carried out in a systematic way, MCHD began working with a consultant, Raimi + Associates, in May 2017 to support the development of an Action Plan to go with the priorities.
