RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt Plans and Special Provisions for the Robinson Canyon Road Bridge Scour Repair, Project No. 3851; and
b. Authorize the Director of Public Works, Facilities and Parks to advertise the "Notice to Bidders" in the Monterey County Weekly.
SUMMARY/DISCUSSION:
The County of Monterey (County) Public Works, Facilities & Parks (PWFP) proposes to perform scour repairs on the existing Robinson Canyon Road Bridge (Bridge No. 44C0117) (Project) over Carmel River in Monterey County, California. Scour refers to the removal of sediment such as sand and gravel from around bridge abutments or piers caused by fast flowing water. Bridge scour is one of the main causes of bridge failure. The planned scour repairs are designed to achieve current American Association of State Highway and Transportation Officials (AASHTO) requirements. The project location in relation to adjacent streets and landmarks is presented in Attachment A.
In compliance with the California Environmental Quality Act (CEQA), the County of Monterey Department of Public Works, Facilities and Parks (PWFP) filed an Initial Study/Mitigated Negative Declaration (IS/MND) with State Clearinghouse Sacramento - SCH#2108021013 on May 21, 2018. Caltrans approved the NEPA Categorical Exemption/Categorical Exclusion Determination on July 3, 2018.
On April 18, 2023, the Board previously adopted plans and authorized the advertisement of the Project, however, recent input from Caltrans required the Project specification to be updated to reflect current federal requirement. Adherence to federal funding requirements is necessary to maintain federal funding of the Project.
