RECOMMENDATIONS:
It is recommended that the Board of Supervisors:

a. Approve and authorize the Chair of the Board to certify and submit electronically a Notice of Intent to the State Water Resources Control Board for a reissued five-year Municipal Stormwater General Permit; and

b. Authorize and appoint the Director of Public Works as a Duly Authorized Representative to certify and submit future annual reports to the State Water Resources Control Board.

SUMMARY:
In order to register for, and meet the terms of, the recently reissued Municipal Stormwater General Permit, a Notice of Intent must be submitted to the State Water Resources Control Board prior to the July 1, 2013 effective date.

DISCUSSION:
The County of Monterey holds a permit from the State Water Resources Control Board (SWRCB) to operate its storm drain systems in the unincorporated urbanized areas of the County. As a Permittee (Discharger), the County is required to reduce the pollutants that are discharged from its storm drain systems to the maximum extent practicable.

On February 5, 2013, the State Water Resources Control Board reissued the Municipal Stormwater General Permit for Discharges from Small Municipal Separate Storm Sewer Systems (MS4s) as required by law on a five-year permit cycle.

The new General Permit requires the County to register by filing a Notice of Intent electronically prior to the July 1, 2013 effective date of the reissued Permit. Permittees are required to submit a map of the area covered under its Permit (Exhibit 1) and a Guidance Document (attac...
