RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Contracts Purchasing Officer or Contracts Purchasing Supervisor to execute an agreement between the Sheriff's Office and the California Department of State Hospitals (DSH), to continue the regional Jail Based Competency Treatment program (JBCT), effective July 1, 2023, to June 30, 2026, in the amount of $6,777,678; and

SUMMARY/DISCUSSION:
On September 10, 2019, the Monterey County Board of Supervisors unanimously approved a contract between the Monterey County Sheriff's Office (MCSO) and DSH to host a regional JBCT, aimed at restoring to competency those inmates charged with felonies and found by the courts to be incompetent to stand trial, with board order A-14494.

Due to the continued overwhelming need for beds and program space for inmates found by local Superior Courts to be incompetent to stand trial, DSH has requested that MCSO continue the program for at least another three (3) years.
