RECOMMENDATION:
It is recommended that the Board of Supervisors approve and authorize the Emergency Services Manager to execute a three (3) year Memorandum of Understanding (MOU) from July 12, 2022 to July 31, 2025 between Monterey County, acting through its Office of Emergency Services (MOCO OES), the Center for Risk-Based Community Resilience Planning ("CoE"), and the National Institute of Standards and Technology Engineering Laboratory ("NIST") to test out their pilot hazard planning IN-CORE software and playbook, at no cost to the County.

SUMMARY/DISCUSSION:
Through this MOU, the CoE Interdependent Networked Community Resilience Modeling Environment ("IN-CORE") and THE NIST Community Resilience Planning Guide for Buildings and Infrastructure Systems ("Playbook") will be applied to support the County's resilience planning, evaluation, and decision-making related to the County's Hazard Mitigation and Community Resilience Plans. By participating in the collaboration, the County will be permitted to pilot various interdisciplinary resilience planning tools provided by IN-CORE and the Playbook.

The MOU provides CoE and NIST the opportunity to test and gather feedback on their IN-CORE software and playbook. IN-CORE (Interdependent Networked- Community Resilience Modeling Environment) is an open-source inter-disciplinary computational environment that provides science-based tools that communities can use to assess and improve their resilience through hazard modelling fo...
