RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve an increase of $501,505 in appropriations and revenues in the Department of Social Services (DSS) Appropriation Unit SOC0012 for 1991 Health & Welfare Realignment Fund for Fiscal Year 2013-14. (4/5th vote required)
SUMMARY/DISCUSSION:
The Department of Social Services (DSS) manages the 1991 Health and Welfare Realignment Fund in conjunction with three other partners: The District Attorney, The Probation Department, and The Health Department. In preparation for the FY 2013-14 Year-End Close, Social Services reviewed their appropriation levels at the end of April and based upon communication from their partners, it was determined that there were sufficient appropriation levels in Fund 025. On August 15th, DSS received an invoice from The Health Department that exceeds earlier projections by $678,245, which over extended the appropriations by $501,505.
The Department had intended to reimburse the Health Department for the balance over the Fiscal Year 2013-14 appropriation level within the new Fiscal Year 2014-15. However, the Auditor/Controller's Office has determined that the full invoice should be posted in Fiscal Year 2013-14. As a result, appropriations in the 1991 Health and Welfare Realignment Fund need to be increased for Fiscal Year 2013-14 by $501,505.
OTHER AGENCY INVOLVEMENT:
The Auditor/Controller's Office has requested Department increases appropriations so that Health Department's revenues can be attributed to Fiscal Year 2013-14.
FINANCING:
