RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Reallocate a vacant 1.0 FTE Chronic Disease Prevention Coordinator to a 1.0 FTE Public Health Nurse II in Health Department Budget Unit HEA003-8124; and
b. Authorize the County Administrative Office to incorporate the approved position changes in the FY 2012-13 Adopted Budget.

SUMMARY/DISCUSSION:
The Monterey County Health Department- Public Health Bureau (PHB) receives funding annually for the Maternal, Child, and Adolescent Health Program (MCAH), which promotes healthy living for mothers and their families. The program focuses on comprehensive health, including the physical and psychosocial needs of the maternal, child, and adolescent health population.

The program activities are implemented by the Perinatal Services Coordinator (PSC), who serves as liaison to local provider groups and community agencies to promote the coordination and accessibility of health care services for pregnant women, and infants.

The program recommends that the PSC position is staffed by a member with clinical licensure, such as a Public Health Nurse, Registered Nurse, etc. In the past, the PHB staffed the PSC position with a Sr. Health Educator. Personnel changes in the PHB provided the opportunity to revaluate the staffing of the MCAH program. After a careful evaluation it was determined that a Public Health Nurse II is the most appropriate classification to fulfill the role of PSC. The recommended action provides the appropriate staffing to implement the program’s activities.
