RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt a resolution to approve amendments to the Conflict of Interest Code of the Treasurer-Tax Collector's Office of the County of Monterey.

SUMMARY:
Pursuant to Government Code sections 87302 and 87303, the County Treasurer-Tax Collector's Office of the County of Monterey has amended its Conflict of Interest Code to delete and rename certain designated positions.

DISCUSSION:
The Political Reform Act of 1974 (Government Code section 81000, et. seq.), requires state and local government agencies to adopt Conflict of Interest codes and to periodically review their codes and make necessary changes to these codes. Changes proposed to be made include removing Members of the Treasury Oversight Committee, which was dissolved by Board action, and retitling the classifications of Deputy Treasurer-Tax Collector and Treasury Manager to Chief Deputy Treasurer-Tax Collector.

The proposed code, as amended and corrected, is lawful under the Political Reform Act of 1974. Pursuant to section 82011 and 87303 of the Government Code, the Board of Supervisors is the code reviewing body and may approve the code as submitted, revise the proposed code, and approve it as revised, or return the proposed code to the agency for revision and resubmission.

OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved the amended code as to form and legality.

FINANCING:
There is no fiscal impact upon the County of Monterey as a result of the proposed amendment.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This recommendation supports the Administration initiative by providing transparency and accountability in the reporting of designated positions and the duties of such positions.
