RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and amend the FY 15-16 Health Department's Environmental Health Budget (4000-HEA005-8117) to reduce appropriations and general fund by $100,000; and
b. Approve and amend the FY 15-16 Health Department's Animal Services Budget (4000-HEA001-8442) to increase appropriations and general fund by $100,000 (4/5th vote required); and
c. Approve and direct the Auditor-Controller to amend the FY 15-16 Health Department's Environmental Health Budget (4000-HEA005-8117) and Animal Services Budget (4000-HEA001-8442) to reflect the changes in appropriations.

SUMMARY:
The Animal Services FY 2015-16 Adopted Budget has an unanticipated shortfall of $100,000 based on recent mid-year accounting of appropriations and expenditures. Funding to meet this shortfall has been identified and the Board's approval is requested to re-appropriate $100,000 from the Environmental Health Bureau FY 2015-16 Adopted Budget to the Animal Services FY 2015-16 Adopted Budget.

DISCUSSION:
Both Animal Services and Environmental Health staff have made every effort to reduce spending and to maximize the collection of revenue for Fiscal Year 2015-16.
