RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve specifications for annual maintenance and repair of Parks Department interior roadways at Laguna Seca Recreation Area, for calendar year 2014 (January 1, 2014 through December 31, 2014), Bid No.10465;
b. Authorize solicitation of bids; and
c. Authorize and direct the Clerk of the Board to advertise the "Notice to Bidders" in the local newspaper, The Californian, on February 3, 2014 and February 10, 2014.

SUMMARY/DISCUSSION:
This project will provide for up to $150,000 of patching and pavement repairs to interior roadways at the Laguna Seca Recreation Area (LSRA) for the calendar year 2014, as required.

The extensive interior roadway system at LSRA requires periodic repairs at various times during the year. Public Contract Code Section 20128.5 allows annual contracts for repetitive work, such as the repair and maintenance of County facilities based upon unit pricing. An annual contract based on unit pricing will have an economic benefit to the County, as it will reduce overall costs and enable the work to be completed in a more efficient and timely manner. This contract will be for the calendar year 2014, and will be the fourteenth year the County has proceeded with a bid solicitation and agreement under this policy.
