Title
In accordance with Personnel Policies and Practices Resolution (PPPR) #98-394, Section A.1.11.1, authorize the placement of Mr. Carl P. Holm at Step 4 of the Deputy Director Resource Management Agency salary range effective June 2, 2012.
Body
In accordance with the Monterey County Code 2.27.030, the Resource Management Agency (RMA) Director has the authority to appoint the Deputy Director Resource Management Agency. After a competitive selection process, the RMA Director has selected Mr. Carl P. Holm and now recommends that Mr. Holm be appointed at step 4 of the salary range.
Mr. Holm has worked with the County of Monterey for over 11 years, most recently as the Acting Deputy Director RMA since June 2011. He also served as the Assistant Director of Planning from 2007 to 2011. He has a total of 24 years of experience with Planning and Community Development and he also served with the Cities of Walnut Creek, Rosemead, Hawaiian Gardens and Susanville.
Per the Personnel Policies and Practices Resolution, Section A.1.11.1 Unit Y Salary Step, general provisions are provided which include criteria to assist in determining the recommended step placement for Unit Y employees. Credit for experience, qualifications and equity in pay were criteria taken into consideration in determining the recommended salary placement for Mr. Holm.
Therefore it is recommended that your Board authorize Mr. Holm's placement at Step 4 of the Deputy Director RMA salary range.

FINANCING:
Funding for this action is available within the current Resource Management Agency budget allocation and is included in the FY 2012-13 Recommended Budget.
