RECOMMENDATIONS:
It is recommended that the Board of Supervisors:

a. Adopt Plans and Special Provisions for the Harris Road Overlay, Project No. 13-142365; and

b. Authorize the Director of Public Works to advertise the “Notice to Bidders” in the Monterey County Weekly.

SUMMARY/DISCUSSION:
Adoption of the Plans and Special Provisions to the Standard Specifications will authorize the Resource Management Agency - Public Works to proceed with advertising of the Harris Road Overlay, Project No. 13-142365 (Project). The bid opening is set for April 12, 2013, at 2:00 p.m., in the Board of Supervisors’ Conference Room 1032, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, CA 93901. Project construction is estimated to begin in summer 2013.

The Project consists of hot mix asphalt concrete overlay including but not limited to pavement delineation, clearing and grubbing, reconstruction of failed pavement areas and traffic control. The Project includes overlaying a portion of Harris Road within the City of Salinas city limits. Project limits are from Railroad Avenue to Abbott Street, approximately 2.78 miles.

The project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use. OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel, Auditor Controller, and Risk Management, have reviewed and approved the Special Provisions as to form, fiscal terms, and insurance provisions, respectively. The City of Salinas is in concurrence with the Project.
